23XI Racing will expand to a three-car NASCAR Cup Series operation with Riley Herbst in the new No. 35 car, the team announced on Wednesday.

Herbst has spent the past five years in the Xfinity Series with Joe Gibbs Racing and Stewart-Haas Racing.

Herbst made the playoffs four out of those five years, including this season when he was knocked out in the first round, but went on to win the season finale race at Phoenix ahead of Justin Allgaier, who would win the championship.

Herbst’s sponsor Monster will be the primary sponsor of the No. 35 car next season.

“It’s an honor to join 23XI and Toyota for the opportunity to race in the Cup Series each week,” Herbst said in a news release.

“Racing full-time in the Cup Series has been my goal since I started in NASCAR and I’m excited to start my Cup career with such an accomplished and driven team. What 23XI has accomplished in a short time is impressive and I look forward to building on their success as the organization grows. It’s also great to continue representing Monster and I’m excited about adding to their legacy in NASCAR.”

23XI Racing becomes the second Cup Series team to expand this week following the announcement that Ryan Preece will be joining RFK Racing in a third car next year.

23XI Racing’s upcoming season remains clouded by its ongoing antitrust lawsuit against NASCAR regarding the new charter agreement it has with its teams, which 23XI Racing has refused to sign.

23XI Racing is waiting for a court decision on an injunction that would allow it to compete with chartered cars as the lawsuit progresses, but it can enter open cars if that is denied. It was expected to purchase one of the charters from the now-defunct Stewart-Haas Racing team for a third car, but did not confirm if one has been acquired for the No. 35 car.
